Following the collapse of the traffic-light coalition, new elections are expected in early 2025. As the federal budget for 2025 could no longer be adopted, provisional budget management is now in place. No new funding can be approved during this period. The property owners’ association Haus & Grund therefore advises submitting applications early.
Applying early improves the chances
Haus & Grund Deutschland advises owners planning to invest to submit funding applications promptly. Given the current political uncertainty, there is a risk that the 2025 budget will not be adopted in time. “Funding pots for heating grants and energy-efficiency modernisation are limited. During provisional budget management, no new funds can be approved, which could lead to a temporary interruption in funding. Anyone planning to use funding programmes from KfW Bank or BAFA, for example, to finance a new heating system or energy-efficiency improvements should act now,” explained association president Kai Warnecke.
Funds already approved will be paid out
The association points out that applying early increases the chances of still benefiting from the existing funding pots. Funds already approved would also be paid out during provisional budget management. However, delays or pauses could occur when processing new applications. Under provisional budget management, only ongoing statutory obligations and measures already included in the previous year’s budget would be financed. New funding measures or additional funds for existing programmes could not be approved during this phase.
